Could be, though Dexter's Lab had already long ended by the time I was 4-6, but of course it could have been during the Cartoon Cartoon Show reruns.

I would suggest looking up shows with a main character voiced by Tom Kenny. If you hear a particular voice say a line & then you hear that voice again in another show, & then you imagine in your head the newer character saying the same line, your brain could interpret it as a genuine memory.
The description does sound familiar. I think something like that happened on Rocko's Modern Life, & not specifically from the show's fortune cookie themed episode, & it's definitely the sort of thing Heffer would have done.
Okay hear me out on this. I remember back in the mid-2000s, I was somewhere between 4-6, I was in the living room and I remember watching a SpongeBob scene on TV where SpongeBob gives Patrick a fortune cookie and Patrick eats the whole thing and SpongeBob says "Uh Patrick, you ate the fortune..."
I don't remember much else but the animation looked to be in season 1 or early season 2. However I've watched every episode made up to 2007 and I can confirm that no such scene was ever shown in an episode. But that doesn't mean it never existed at all.
It could have been animated for any other piece of SpongeBob media, like a commercial, bumper, promo, trailer, video game, deleted scene, storyboard, parody, etc. Just need to find which one.
And no it's not from Lame and Fortune since that episode didn't even come out until 10 years later and no such scene was in that episode.
I swear I photographically remember this but at the same time it could be a Mandela effect or a fever dream. If it's not SpongeBob then it was definitely some other cartoon I was watching at the time. Does anyone know if they can do some research to find any other media scenes of characters eating the fortune of a fortune cookie to see which one I might be misattributing SpongeBob too?

Don't take my words as facts until they are proven. I was only able to watch Spongebob as a kid, so I wouldn't confuse this with any other cartoon. Yes, a lot of them use this trope, but I can vaguely see the scene in my head. I remember Spongebob feeling sad in this scene and disappointed by what Patrick did before the scene(?). They both might've gotten fortune cookies, and Patrick hadn't ate his(?) but he just ate the whole thing, and I can still hear Spongebob saying, "Uh, Patrick, you ate your fortune," vividly in my head. I think he had his finger in the air too. I remember the scene having no houses or buildings behind them; it was just the blue sky and sand. The thing I can't remember is the outcome of that scene, what happened after? I can't put my finger on whether this became an a-ha moment for Spongebob or if nothing happened. Either Patrick does nothing about the fact that he swallowed his fortune or he puts his hand into his mouth to pull the fortune out and gives it to Spongebob to read. This is absolutely season 1 or 2, because I stopped watching newer episodes. I wouldn't be misremembering this from other cartoons; the only thing I may be confusing is another episode of Spongebob. I hope this helps. I may be wrong, but I absolutely think this exists.

It’s already been proven that this is NOT from any episode of the series. You can find transcripts for every single episode online, if it was in the actual show something like this would be very well known and easy to find.
False memory, that’s it. This search has gone nowhere and I don’t expect it to evolve if all you’re all looking through is the actual show itself. At this point this thread is just running in a circle.

MAJOR UPDATE: After LSuperSonicQ significantly covered this topic in his latest video, I've been reading through the comments and one of them sparked a major signal in my brain as to what I might be misattributing SpongeBob...
In The Emperor's New School (the cartoon based off the Disney movie The Emperor's New Groove) there's a scene in one episode where Kuzco eats an entire fortune cookie and Malina reminds him that he just ate the fortune before proceeding to read it. I watched The Emperor's New School a lot as a kid since we had the TV on Disney a lot often as filler/background noise so this may indeed be the misattrubited show. As for why I mistook this for a SpongeBob scene, probably due to channel surfing and the natural process of the brain editing memories every year to make them seem less and less true.
HOWEVER, I do have very faint memories of this very scenario taking place in SpongeBob with them being outside Squidward's house and Patrick drooling. If I were guessing what season 1 episode I've misattributed this to, it'd probably be Squidward the Unfriendly Ghost or Opposite Day since those two involve SpongeBob and Patrick prominently standing outside Squidward's house and Patrick drooling.
I'm starting to suspect the mandella effect possibility a lot more though I wouldn't completely rule it out either. I hope a lot more research can be done in this area to confirm or debunk its existence. If it wasn't from a promo/commercial/ident/video game, then it was probably from a parody of SpongeBob, but I can't pinpoint which one would have been airing at the time of 2005-2007, and the wiki documenting SpongeBob in popular culture doesn't show anything related to fortune cookies.

Thats smart but its gonna take you a looooooong time. If you watch every single episode of spongebob to find one simple scene (assuming youre trying to watch every episode to find it) it would take you 72 hours to watch the entire show if you dont sleep, eat, or go to the bathroom.
