What's the origin of "Kevin Cool Presents"?

A user on Youtube has found some of the videos played

And the other clip is the exact same, a version of the classical meme “This Is Sparta” but with penguins ya know, so yeah, the music and Kevin Cool Presents parts were added in the edition of the video later on.
