Demonophobia and Xenophobia are ryona games made by a person called 237 who mysteriously vanished from the internet. I'm looking for info in regards of the creator and the games themselves. So far I know Demonophobia was released in 2008 on a Japanese forum site, most likely in February on 2ch.
What I'm unsure of is who the supposed character designer, -3°C, is, what happened to 237 after releasing the second update for Xenophobia, general information about Xenophobia and its production, and what the name "The Window People" has to do with the developer.
If you have any information in regards to the subject, that would be a massive help.
Considering that even the Cancelled Games Wiki lists the reason for the sequel's cancellation simply as "We will never know!", I have to imagine it's very improbable that more info on this will ever come to light - and realistically, if I were the one independently making a game like Demonophobia, I highly doubt I'd have given out any personal information. Seems the dude just ghosted hard and did, so effectively.
That said, I'll go on record adding another voice saying I'm very interested in this one as well - even though the game is so perversely fucked-up and nothing I'd ever really want to play. There is something rather unsettling to the fact that someone who made a game as dark and twisted as Demonophobia just went offline without a trace. I hope the dude just got tired of the whole thing and moved on with his life, but given the subject matter of that game, and the fact that it's the kind of thing I only ever read about late at night, hard to not wonder if maybe his life took a darker path in some direction or another. Probably not, but you never know.
Anyways, I'm with you in hoping for info here - not that I want to find out who the developer is personally or expose his private info, but I do hope he resurfaces (or has some other account on a gaming site or something) and can provide some answers about where he's been and what ever happened to the sequel. I hope he is well (and imagine that he is and just in a very mundane sense ran into creative, logistical, and/or personal obstacles in completing the sequel.)

The exact date for Demonophobia's release was February 2, 2008 at 9:11 PM.
Demonophobia was made using Hot Soup Processor.
A file titled "Omake" was released with the game and contained the plot and why Sakiri is trapped in hell.
The game has fan groups in America, Russia, and Japan.
Little to no information gained on -3 degrees or "the window people".
On another note, a video was published a few months ago that claimed to be an interview with 237. This is false. The person being interviewed gave information that contradicts my research. Progress on the research has slowed down greatly. In all honesty, it was done in order to verify if 237 had returned to the world of game development or not. My findings show he hasn't.
TL;DR: Information on Demonophobia's release and development tools found. Developmental process for Demonophobia & Xenophobia remain a mystery. 237 has not resurfaced.

We know that Demonophobia was posted on a chan website (likely 2chan) on Feb 2nd, 2008, the probable reason why the developers name is "237" is because it was the first 3 starting numbers of the number ID that the developer posted with on the website. You made the connection with "The window people" to the developers name on this website, but it looks like the character designer "-3°C" still remains a mystery.
An interview by the youtuber "Kimimorra's Trap brothel" was conducted with the 'developer' which.. in everyone's opinion is fabricated. The guy in the video spoke with a Russian accent, and someone even mentioned it kind of sounded like he was trying to fake the Russian accent, nonetheless, it was filled with discrepancies and it was strange for someone to fabricate something about a topic this obscure in the abyss of lost media.
For a long time I accepted this'll just never be known, but then it get's known, and judging by the dev's tweets he's just like any other average joe. (on twitter at least). A satisfying closure indeed.
