I believe this piece is media is preserved due to the fact that it's Elvis, who was huge at the time and had an enormous fan base following him.
EPE (Elvis Presley Enterprises) also preserved all TV appearances which aired in the US.

Most unreleased Elvis media is in the hands of EPE, whom don't release much new content. The last piece of new content was late 2009. 
Many films (like February 1970, Hawaii 1972) have been in their archives for years but still aren't released.
So contacting EPE is a no-go as it's hopeless from the start.

I think the station that aired it might have already been contacted, but I (or my American contacts) might try to reach out to them if they still exist.
Like you said, media from a time period like this is less likely to be saved.
A little while ago, I was researching another piece of lost media on the topic of Elvis Presley, we were able to contact the news station that filmed the footage we were looking for, but the station was bought by NBC which made it very hard for them to find stuff pre-NBC in their archives. The same might've happened to this station.

This makes it quite hard to find and that's why I still posted here.

I am really active in an Elvis Presley Footage server, and I own quite a few rare films which aren't available publicly.
A friend and I have been making a list listing all professional footage of Elvis, this is something we came across and wanted to know more about
I am going to publish this same post in some Elvis groups on Facebook and Reddit, which maybe will help to bring light to this piece of lost media.

I am certain this footage still exists and hope to get it found
