Nick Jr. used to have a video player on their Playtime web portal called Nick Jr. Video which would often have clips or even full episodes of shows on Nick Jr. (behind ads, of course.) These weren't supposed to be available in Canada but sometimes if I refreshed the page enough they'd show up anyway. A number of videos on there were also fairly unique - for example the Wonder Pets pilot was on there for a bit, and although that pilot is not uncommon to find on YouTube it's not something you'd see on TV often I'd imagine - so it was good to have on demand. The Nick site had its equivalent of this called TurboNick which I was unaware of at the time.
One video which I believe was a Nick Jr. Video original though may have also been elsewhere or even on the Nick channel (I didn't get it since I live in Canada) was a short, one or two minute clip. The clip was live action and set in a busy city (I want to say New York but I'm not sure) with a girl and her friend, who is a dragon - the dragon was a guy in a suit/costume. They see an ice cream truck and the girl asks the dragon if he wants vanilla or chocolate. Then she poses the question "why not both?" and she gets a vanilla cone while the dragon gets a chocolate cone. Then I think the clip ends. This is just a random thing I remembered and it was on Nick Jr. Video for a short while though may have also been on TV, and I don't know whether or not it had a proper name.

Sorry, I don't know the short, but I have a weird nostalgia for techniques like this. I used to know a website that was defunct and would always redirect you, but if you stopped the page loading you could access it and go through the whole site like this if you were patient enough.
That was it! I must have missed your reply. I forgot that there was a lot more at the beginning of the clip, but my description was still fairly good considering how long it's been.
