This is an earlier attempt at a Sonic feature film, before Sonic: Wonders of The World.

It was Found by the twitch account "The game show game"

This is, no joke, the funniest thing I've read all week.

A character literally whips out a gun and shoots an elder Knuckles type at one point.
Even the people reading this are confused why they didn't just use the normal Knuckles and Robotnik!

Man, I couldn't get past page 8 before I said, "Yeah, I'm done." I just couldn't take any more of the awful ideas, writing, and stupid "corrections" and "suggestions" the proofreader added. It wasn't a fun kind of awful, just awful in the worst ways possible. I'm glad that it got found, and it's a win for lost media, but I'm also very glad it was lost and never made for this long.
