Channel 13 is a 1987 / 2015 horror anthology directed and edited by underground horror filmmaker Mark Polonia, which features him and his brother John Polonia. The plot of the film is as such (via Letterboxd):
"A horror anthology film harking back to the mid 70’s and 80’s, inspired by Amicus productions and Creepshow, this Polonia bros. film was shot in 1987 and was never finished, lost for nearly 30 years. Witness three tales, told by a hooded monk on the titular Channel 13. A video game geek returns from some arcade fun to watch movies on TV and can only get reception on Channel 13. He views tales of decadence and horror, containing killer scarecrows, monster birds, and cannibal spaghetti farm owners!"
The film remained lost for nearly 30 years until Mark discovered it in his collection while going through old tapes he had and couldn't remember what was on it going off the film's name on a label. He was able to figure out that, upon seeing it, that this was one of their earliest films he and his brother had worked on. However, for whatever reason, the project was abandoned and scraped. John passed away back in the late 2000s, so asking for his input and recollection isn't in the deck. The film can now be viewed on YouTube via Kings of Horror, which includes an brief opening note with Mark discussing the film's history.
