I don't think some of the bumpers being from 2002 debunks it since they could just be bumpers that had airspan into 2003, but I will look.

TBH even if the Oswalds isn’t on it there could be other obscure bumpers or things that were lost we didn’t even know about- it might be worth looking into regardless

Any recent updates? It seems like this search has come to a bit of a halt recently. Is it possible it had aired on other channels that are not Nick or MTV, like Spike (now Paramount Network) or Comedy Central? I have also heard Ozzy Osbourne may of played it at his concerts in the early 2000’s as a parody/skit.
Here’s what I’ve found out about the commercial so far:
According to other researchers, the audio used in the commercial was taken from The Osbournes S1 E4 “Won’t You Be My Neighbor?”, which first aired March 26 2002. In this post dated July 10 2002: groups.google.com/g/alt.music.rush/c/0-DeK5e0ft4/m/nv6FjJ1MK5UJ?pli=1 a mother writes that she could hear the commercial on her TV coming from the other room. So we know that the commercial had to have aired between the end of March and the beginning of July 2002.
In the comments section of Seeker of The Lost’s YouTube video where he talked about the commercial, a person who goes by matthewworden6095 claimed that the commercial aired during an episode of Kenan and Kel, where they turn Rigby’s into a night club. That episode is titled “Duh Bomb”.
Knowing all of this, I searched through the Nickelodeon TV schedule from April 1st to July 10th 2002. You can find the schedule here: nickstory.fandom.com/wiki/April_2002 The only time that particular episode of Kenan and Kel aired that year was July 7th 2002 at 6:00 PM, just 3 days before the mother posted that she had heard it coming from her TV.
So it is my belief that the commercial aired on Nickelodeon July 7 2002 6:00-6:30 PM.
Also Nickelodeon was showing a special music program that day, In Concert on TEENick starring Usher. It’s possible that the commercial aired during this as well, and people have been confusing it with Kid’s Choice Awards.
That's gotta be it! It also lines up with what the Oswald creator said about it having been aired during a special event, but being unable to recall which one it was.
Everything lines up perfectly, it's very likely it was played more than once during that day. This is excellent winterkatzen now we just need to find recordings from that day.
I did a really quick look on YouTube and very little from the In Concert series looks like it was saved, couldn't even find any clips of Usher in it. I'll ask a Nickelodeon discord server if they have any recordings of the concert or anything from that day and time.

Oswald was one of my favorite shows (although I grew up in the late 2000s I grew up with a lot of older stuff) I want to see this because it sounds hilarious.
