So to not give readers the wrong impression, to date absolutely no proof has been found to suggest that a "1999-2002" series, or a pilot for it, existed. This is an existence unconfirmed case and the only thing you can find on the Internet about it are unsourced claims on Wikipedia that anybody could have written.

Well, I think you should check this out, it's from an Italian animator who worked hard on the pilot for the tv series. I contacted him some days ago and he told me that he does not have any material or the entire video but he has indeed worked on it. His name is Marco Zanoni and you can find his hard work in this pdf I found on his site.

I am not joking, if you search him on the Wayback Machine, there is a chance you will find some evidence of the pilot. Even some screenshots and clips. I haven't tried it yet so I better check it out.
